The Cut & Picker blade with scraper is only found on a few 58mm models such as the MiniChamp.
It's original purpose was to cut the plastic tie used to seal a pill bottle cap, and then to pick the cotton filler out of the bottle. This tool is now referred to as the orange peeler, it can also be used as a package opener.

Note: There is another Orange Peeler blade available on the Executive 74mm model.
